Who we are

The NHPC (National Health Professionals Council) is an independent regulatory body established under the National Health Professionals Council Act LR.31
(NHPC Act). The NHPC Act was passed and signed by the Upper House on November 26, 2019 and the House of the People on November 29, 2018.
The Act was signed into the law on November 16, 2020 by then President of Federal Government of Somalia, H.E Mohamed Abdullahi Mohamed 'Farmaajo'.

The National Health Professionals Council (the NHPC) is established to protect the health care system through regulating the professional standards for practice, conduct & ethics.
The Council consists of 15 members of whom 30% are female.Members are appointed following nomination from Health Professional Associations, Line Ministries & civil society.
The Secretariat of the Council consists of the Secretary General of the NHPC, the Deputy Secretary General and other staff that carry out the day-to-day activities of the Council. Responsibilities include to


  • Execute the decisions of the Council;
  • Represent and run the duties of the Council at the time when the Council is not in- session;
  • Establish sub-committees, coordinate, and supervise their work;
  • Ensure decisions passed in accordance with the law and regulations are implemented;
  • Prepare and submit reports of the Council; and
  • Perform other matters upon need.

The NHPC is committed to ensuring patient safety through improving and promoting the quality of services delivered by health professionals, health facilities and health education institutions in Somalia.

What we do

The NHPC has a statutory mandate that spans both registration and regulation of health practitioners and licensing of health facilities.


The main functions of the Council include:
  1. Registration and licensing of health professionals
  2. Promotion of professional ethics
  3. Improvement of the competency of health care workers through continuing professional development (CPD)
  4. Development of health education standards and accreditation of health training institutions that qualify health care workers
  5. Ensuring compliance with regulations and standards through effective monitoring and quality assurance.

Our mission is to protect the community from harm by ensuring that registered health professionals are safe, competent and fit to practice, by ensuring good standards of training by health education institutions, and by ensuring licensed health facilities meet accepted quality and safety standards in the care they provide to patients.

Our Functions
The principal functions of the NHPC are:

To protect the public by ensuring that only health professionals who are suitably trained and qualified to practice in a competent and ethical manner are registered.

To provide a flexible and responsive system for dealing with complaints about registered health professionals, for the benefit of both health professionals and patients.

To provide a trusted source of data for workforce planning and health system improvement.

To provide an effective system for ensuring high quality education and training of registered health professionals to ensure that graduates are well prepared for the future.
