About the Department of Health Education and Training Institutions
About
The Department of Health education and Training institutions of the Somalia’s National Health Professionals Council is responsible for the oversight, registration and accreditation of all Health Education and Training Programs in Somalia. Ensure that health educations meets the national and international standards in order to produce competent, ethical and qualified health professionals and implement the national agendas outlined in the Somalia’s National Transformation Plan 2025-2029.
Legal Mandate
As per the Somalia’s NHPC Act No. 31; Article 1, section (2); Article 10, section (5) and (10)
Article 24, section (1) and (5); Article 53, Article 54, and Article 55, the Department of Health Education and Training institutions of the Somalia’s National Health Professionals Council is mandated to regulate, accredit, and oversee all health education and training institutions in Somalia this include:
- Registering and approving health education institution programs
- Licensing public and private health training providers
- Ensuring the quality and compliance of health education curriculum and teaching standards
- Conducting periodic evaluations and accreditations
- Safeguards the quality of health professionals education institutions
- Ensures that all training institutions operate in accordance with NHPC standards and global best practices
Core Responsibilities
- Register and accredit universities, colleges, and training centers offering health- related programs.
- Approve and monitor curricula and training programs in medicine, nursing, midwifery, pharmacy, laboratory sciences, public health, and other allied health disciplines.
- Conduct institutional and program inspections to ensure adherence to national

- Develop and implement standards, guidelines, and procedures for accreditation and quality assurance.

Quality Assurance and standards
In accordance with Articles 53-55 of the Somalia’s NHPC Act, The department enforces quality assurance through the Health Education regulation on the inspection and accreditation of health training Institutions including institutions governance and leadership, infrastructure, educational programs, staff capacity and qualifications, and other quality standards.

- Develop a national framework for accreditation and quality assurance of health training institutions operating across the country.
- Ensure that health education institutions contribute to the availability of competent professionals across all regions of Somalia.
Registration Process for Health education and Training Institutions
Submit a formal application to the NHPC Department of Health Education and Training Institutions with a completed NHPC HETP Application Form.
- Provide a comprehensive institutional profile detailing the institution’s history, vision, mission, governance structure, and key academic and administrative
- Attach a valid registration certificate from the Ministry of Education, Culture, and Higher Education (FGS).
- Submit curriculum documentation for each program, including course descriptions, learning outcomes, and assessment methods.
- Provide a list of teaching staff with the following documents for each member: Updated CV
- Academic certificates and transcripts National ID or passport
- Undergo initial assessment, evaluation and verification of submitted documents by department officials.
- Complete payment of the registration fee to the designated NHPC bank
Registration Validity
- The registration certificate will be valid for one year
